NEET UG Counselling 2025 – Eligibility Criteria
Candidates must qualify NEET UG 2025 to participate in the counselling of NEET UG 2025. In order to qualify the NEET UG exam, candidates will be required to secure the minimum required percentile which is given in the table below category-wise.

- The counseling process will grant eligibility to each candidate who secures an All India Rank assignment.
- The state of Jammu and Kashmir continues to offer eligibility for its candidates to participate in counseling sessions for 15% All India Quota seats.
- Each institution including DU, BHU & AMU maintains its admission process for Deemed Universities and Central Universities as well as ESIC through DGHS under their specific reservation guidelines. The registration process for admission to Deemed / Central University/ ESIC and AFMC takes place through the MCC website.
- AFMC admission at Pune follows admission criteria defined by the Directorate General of Armed Forces Medical Services operating under the Ministry of Defence and Government of India. All candidates who opt to apply for NEET UG 2024 or want admission at AFMC must submit their applications online at www.afmc.nic.in/afmcdg1d.gov.in. After successful completion of initial screening operations by AFMC candidates will move forward to take part in a second-stage screening examination. AFMC provides all the exact information which candidates should check. DGHS will conduct the counseling.
NEET UG 2025 Seat Reservation
A fixed number of designated seats exist under the 15% All India Quota System for multiple stakeholder categories. NEET UG Counselling 2025 – Step-wise Procedure
Step 1 – New User Registration
Potential applicants should access the registration portal located above to participate in NEET UG counselling 2025. Enter your stream selection, NEET UG roll number, application number together with candidate's name, birth date and security pin into the system before selecting the 'Submit' option. A display of the agreement page will appear on screen while registration progresses and candidates will encounter options to select 'I Agree' or 'I Don't Agree'. The application process will move forward only when candidates select the 'I Agree' option on that page. The system will show the login access information on the computer. The system will now ask candidates to save login credentials and password information while requiring protection with security question details.
Step 2 – Submitting Personal Details
Candidates entering NEET UG 2025 counselling will need to provide their mother's name, father's name along with candidate address information during this stage. Click on the 'Submit' button. After submission the candidates cannot modify these entered details. Candidatesshould enter details that match exactly what they will supply during their admission process.
Step 3 – Payment for Counselling
All candidates must pay a registration fee and tuition fee which remains non-refundable yet refundable. Fees can be paid through an online payment system enabled by Credit/Card/Debit Card or Net Banking. Step 4 – Registration Slip
The successful completion of detail submission produces a screen display of the registration slip for printing purposes since it serves as vital admission documentation. When ready to proceed with the process simply click on the ‘Login’ button.
Step 5 – Available Choices
The Available Choices link function will activate during the start of the counselling process. The available choices will appear on the left side of the computer display. Those candidates who pay both AIQ/Central Universities and Deemed Universities admission fees become eligible for picking seats from both categories.
Step 6 – Selecting the choices
The selection process requires candidates to use the '+' button which exists with each preference option. Candidates move their selected preferences from the left-hand side screen options to the right-hand side through the process of selecting. Selection of choices will require candidates to press either 'Save & Continue' to continue the process or 'Save & Go to Home Page' to save the options before leaving.
The candidates have the ability to position choices up or down and to remove unwanted choices from the list. Move choices through one level with the upper arrow and down arrow buttons. The delete function will eliminate the selected option from the list. The candidates have the ability to click a selected choice first and then move it to a specific choice for changing positions.
Step 7 – Choice Locking
Candidates must lock their choices before submitting their preferences during NEET UG 2022 counselling. The process is compulsory. The candidate can make adjustments to the choices before they become locked permanently. Candidate choices remain locked only when they perform manual locking. Otherwise, filled choices will automatically become final on the date specified for locking.
Step 8 – Take a Printout
It is advisable to print out the filled choices as it could be beneficial for candidates in the further NEET UG counselling process. If the candidates have not locked their choices, then they can also take a printout of the choice preferences after the choice-locking process is over.
Step 9 – Seat Allotment
After every round of counselling, the seat allotment result will be declared. NEET counselling results, released in the form of the seat allotment list and seat allotment letter, will release the seat allotted to the candidates. Candidates can check their name, roll no., allotted category, candidates' category, allotted college, quota and course in the NEET seat allotment list. The seat allotment letter is an important document that needs to be submitted at the time of reporting to the allotted college, along with other mandatory documents.
Step 10 – Reporting to the Alloted College
Candidates should report to the allotted college to complete the admission formalities. At the time of reporting to the allotted college, candidates must submit the original copy of the mandatory documents as given below
Documents Required
Original documents (along with attested photocopies of documents) for admission to undergraduate medical courses for admission to 15% of total seats on an All-India basis required at the time of joining an allotted Medical / Dental College are as mentioned below.
- NEET 2025 Admit Cards of Exam issued by NTA.
- NEET 2025 Result/ Rank letter issued by NTA.
- Date of Birth Certificate (if Matric Certificate does not bear the same)
- Class 10th Certificate
- Class 10+2 Certificate (Vi). Class 10+2 Marks Sheet
- Eight (8) Passport-size photographs are the same as affixed on the application form.
- Provisional allotment letter generated online.
- Proof of identity (Aadhar/ PAN/ Driving Licence/ Passport)
If applicable:
- The required SC/ST Certificate must be provided by the competent authority according to the specified standard format in the prospectus/information bulletin. This document must use either English or Hindi language. A certificate must include complete information about the sub-caste of the candidate. The Caste Certificate presented by certain States must contain an English version. Candidates must provide an Attested translated copy of their certificates when the original document is written in a regional language and translated to either English or Hindi.
- A valid OBC certificate comes directly from authorized authorities. A sub-caste listed in the Central List of OBC must be present in the certificate. Candidates from Other Backward Classes cannot use their reservations if their families come from higher income brackets known as Creamy Layer. A standard format described in the prospectus/ Information Bulletin defines the specific presentation of OBC certificates.
- A Disability Certificate must be issued by a duly constituted and authorized Medical Board for 21 Benchmark Disabilities under the provisions of the Rights of Persons with Disability Act 2016 (RPWD Act, 2016). The entire reservation process can be found in the Information Bulletin of AIPMT/NEET for admission to MBBS/BDS Courses as published by Central Board of Secondary Education (CBSE) through clause 10.1. The PH certificate needs to come from the issuing authority at a specific hospital and any other similar certificates will be disregarded. Candidates must check their allotted college's information page because the college may mandate additional documents which exceed the standard checklist.
The College will deny admission to any candidate who lacks original certificates or documents. The admission process forbids candidates who store their original certificates at other educational institutions because the "original certificates are deposited with the Institute/College/University" statement is insufficient for medical/dental college enrollment.
NEET Counselling 2025 – Registration Fee and Forfeiture
- Each candidate must pay two different fees during their All India Quota/Central University Quota or Deemed University Quota registration process. All Unreserved candidates need to pay INR 1,000 in non-refundable registration fees (the cost is INR 500 reduced for candidates in SC/ST/OBC/PH categories) to access All India Quota counselling and Central University counselling. The participation in the Deemed University registrations requires all candidates to make a non-refundable payment of INR 5,000. The cost to participate in both Deemed University and All India Quota counselling equals INR 5,000 which is the greater payment compared to the separate fees. A compensation fee together with the refundable registration fee will be imposed. Students paying to register for 15% of all India Quota seats and Central University seats need to submit INR 10,000 as a refundable fee. The fee amount for Deemed Universities stands at INR 2,00,000 according to a Gazette of India notification published by the Medical Council of India (MCI) on May 18, 2018. A Gazette of India notification published by MCI on May 18, 2018 updated the Regulations on Graduate Medical Education 1997 through changes that became known as 'Regulations on Graduate Medical Education (Amendment) 2018'. The registration fees become non-refundable if any candidate leaves vacant seats in both this and that institute without actual enrollment. Any candidates who join one of these seats can have their fees applied to tuition costs but they cannot leave or participate in future counselling processes.
- Remaining vacant seats (15%) from the All India Quota after the set joining deadline (To be announced later on the website during 2025) will convert into State Quota. All State Quota seats that remain unfilled by the designated date mentioned on the website 2025 during the current admission period will be transferred to State Quota categorization.
- The current academic year will exclude institutes, colleges and courses which allow admission after their establishment from acceptance for admission or seat allocation.
- In any circumstances, the last date for admission/joining will not be extended after It is announced later on the website in 2025.
- For the purpose of ensuring faithful obedience to the above schedule, Saturdays, Sundays, or Holidays (except National Holidays on account of Independence Day, 15th August) shall be treated as working days.

NEET UG 2025 Counselling Information
What does Exit with Forfeiture mean in Round 2?
Exit with forfeiture means if a candidate is allotted a seat in the 2nd round of counselling and does not want to join the allotted seat, they can exit with forfeiture (losing the security deposit). However, once the candidate joins the allotted seat, they cannot resign or surrender.
Who is Eligible for the 2nd Round of Allotment?
- Group I: Candidates who did not get any seat allotment in the 1st round.
- Group II: Candidates whose 1st round seat got cancelled during document verification.
- Group III: Candidates who reported at an allotted institute and opted for upgradation.
- Group IV: Candidates who were allotted a seat but did not join.
- Group V: Candidates who resigned from their first-round seat.
Who is Not Eligible for Round 2?
Candidates who have become non-eligible due to inadequate documents as per eligibility criteria.
Procedure for Second Round
- Newly approved seats by MCI/DCI are added to the system.
- Conversion of seats happens as per the following algorithm:
- ST (PH) → ST
- SC (PH) → SC
- UR (PH) → UR
- OBC (PH) → OBC
- ST → SC
- SC → UR
- Fresh choice filling is required for Round 2; previous choices are cancelled.
- No indicative allotment in Round 2; results will be published after processing.
Can I Resign After Joining Round 2?
No, candidates joining a seat in the second round under 15% AIQ cannot resign as per the Supreme Court's directive. However, for Deemed Universities, candidates may exit with forfeiture of the security amount.
Security Deposit Refund
The security deposit will be refunded to the institution where the candidate is admitted and adjusted against the first year's annual fee. If a candidate is not allotted a seat in any round, the fee will be refunded to the registered bank account.
